This paper, based on the macrocosmic theories of a complex system, put forward the three theories for the information principles of qigong and measured the ordering of cerebral cortical electrical activity for a qigong master under his qigong state by use of quantitative indices of information entropy, information dimension, specific entropy and specific dimension, information quantity and information moment. The results indicated that the first, when the qigong master entered into the qigong state from the normal state, the alpha 2 and total power were increased, but the specific entropy and specific dimension were decreased. The total tendency showed the energy increment and specific entropy decrement. The second, the pick of the cerebro-electrical topogram was at the occipital lobe of the cortex under the normal state, and turned forward to the frontal lobe under the qigong state. We quantitatively measured the information moment difference vector delta M of the forward migrated information by means of its component delta My. The total tendency showed the component My increment. The third, the qigong state of the qigong master can be divided into four kinds of level by means of the index delta (H/PW)/(H/PW), that is the high energy-low entropy, high energy-high entropy, low energy-low entropy and low energy-high entropy in order to estimate the skill of the qigong master quantitatively.
