Quantum Brain Dynamics is a physical theory in which macroscopic ordered phenomena in biological systems such as fundamental processes of the brain are described by quantum field theory. Existence of macroscopic condensates of evanescent photons is shown by taking into account the interaction between the electric dipole field of water inside and outside of cells and the electromagnetic field. Those evanescent photon condensates are considered to control the brain functioning by interacting with the classical neuronal system of neural networks.
